The Noctua NH-L9a is indeed one of the best lower profile air coolers out there.

 

For AIO Water:

Corsair Hydro H60/ Any Hydro series for water.

Go with the Noctua L9a. It is pretty much silent :)

If it has to be that small, the Noctua stated above is in deed a good choice. If it can be a bit higher, there are other topflow coolers from noctua which seem very promising.

 

An alternative would be a AIO water cooler, which would allow you to route the radiator amss elsewhere, where you might have enough space.
