budget camera?

Im looking for a budget camera for amature photography, my budget is $400, it can be a bit over, but not over $500, it needs to have swappable lenses and rechargeable batteries

Buy a used camera that has the features you're looking for.  It's the photographer who makes the picture and not the camera.

 

Keep in mind that the "best" camera is generally the one which you carry around.  That means a small camera you don't need to haul a bunch of lenses around with to do the photography you want may be a better choice.

Get an entry level Mirrorless from Sony or Fuji?

$400-500 isn't a lot; you're definitely looking at a used camera.

 

B&H, and KEH are good sources of used gear in the US, so look at both.

Fuji X-T2, but you'll still need a lens of course.
If you are not planning to shoot moving objects in low light conditions, the EOS 30D by Canon is still an amazing camera.
Add a Tamron/Sigma 17-50 2.8 lens and you're golden, for below your budget.
The quality is in the glass. 
If you want new, Canon g9x is cool :).
