Hello! 

 

Preferably no slow loading times, the budget can be used even if less money can get sth that does the job :P

 

Budget (including currency): 500 € - 700 €

Country: Luxembourg (Europe, next to Germany)

Games, programs or workloads that it will be used for: Excel, Word, Powerpoint, Youtube

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Enough SSD space to not worry about it for keeping lots of pictures, Videos etc.

do you planning on gaming on your machine?

Word, power point, and youtube need nearly nothing for power.  Excel only sometimes does.  Really large complicated spreadsheets can need many threads to run quickly.  Smaller ones generally do not.   If there is no gaming involved any iGPU or apu would have enough video power, and if big excel things are not being done anything should suffice.  I’d say an older used intel 4/4 or 4/8 machine with no discrete GPU.  Add an SSD to speed things up a bit. A low profile machine that won’t hold a good video card because it’s too thin should be pretty cheap used.  Get out form under for the whole thing sub 300.  
 

If you DO need to do complicated excel work you need a multi core ryzen cpu.  They’re cheaper per core than intel and you don’t need thread speed.  Maybe a 2600 or 2700.  These CPUs will need a discrete gpu.  You won’t need much though.  Cheapest you can get ahold of.

As far as I know no. its not for me but i asked the person and they said no. So no gaming :P

basicly @boggy77's build but you wont need that many ssds. 1tb fast m.2ssd is more than enough honestly and mayby more silent cooler and psu? if OP favors accoustics.

That’s a 4/8 ryzen+ cpu with integrated video.
this would be a good build for small-medium excel files.  It will huff-and-puff and grunt with a really large one but it will work. 

 M.2 may not be needed.  Might be worth bumpin the m.2 to 2tb and ditching the sata drive or ditching the m.2. Not sure which is cheaper. Should save some cash if that’s important. 
 

As a side note it will even do some very light gaming.
