I have a PC with XP - can I get a licence from that and transfer it to a different PC?

You can only transfer Windows 7 and up licenses.

So either find a W7+ key or buy a W10 key

Depending on the specs of thet XP box, it may, or may not, run win10 worth a darn. You could upgrade he XP to 7 for cheap, then do a free upgrade to win10, assuming you meet the minimum system requirements for Win10

A license? Sure. Any Windows 7 license will transfer to 10.

 

What's inside that XP box? If we're talking Core 2 Duo with 4GB of RAM, you're borderline. If you're talking about a Pentium 4 or Pentium D with 2GB, you're not going to have a good time on 10.

You can buy a Windows 10 license, one shot use (typically, you never know when buying a key from a Non Certified Microsoft Seller), from Ebay for less than $5 typically.  

 

Typically if you have a PC, prebuilt, that has a license, its the same type of license I just mentioned - specific to the hardware of that system - after enough hardware changes in that sys environment it will reject the key at which point you have to call Microsoft to get it to take the key again.
