Can i use car starter as a PC power button?

yea, any no switch will work fine.

The power button is literally a switch that completes a connection.

 

So as long as it's not actually trying to send power, it's fine.

The power button on a PC case is a momentary button, you can use the START portion of a rotating key switch for a car to provide the momentary switch needed to the board to signal power on. You can not use the other parts of the switch, accessory or ignition as they're constantly on and would be like holding the power button pressed. Some boards are OK with that, some are not, better to just use the start portion. You'll need a wiring diagram for the switch to know which wires do what.

 

If it's a car push button starter it could be more complex.
