ASUS VA249HE https://www.asus.com/Monitors/VA249HE/specifications/

I found it new for 60$ are VA panels fine for gaming (csgo) and do they have more ghosting then ips

I've never used that exact monitor, but to a certain point you get what you pay for. Every review of that monitor I read more or less said that it was cheap, and good for being cheap.

Brands I wholeheartedly reccomend (though do have flawed products): Apple, Razer, Corsair, Asus, Gigabyte, bequiet!, Noctua, Fractal, GSkill (RAM only)

For $60, that's a good deal for a 24". Like above, it ain't going to be stellar but for the price... ain't bad at all.
