ASRock X370 Taichi Solid Green LED, won't turn on

Hello. I got an RMA for a ASRock X370 Taichi which had flashing blue LEDs and Google deems that the MB was dead. Fast forward and the new RMA arrived today and now the LEDs are a solid green. It won't turn on at all. Fans, RAM LEDs, AIO LEDs, nothing will turn on. I cant find anything on Google about a solid Green LED coming from the motherboard. 

 

I have used 2 PSUs which work fine on other systems.

What exactly do you mean by leds?

this board doesn't have debug LEDs, I suppose that just means your ATX24pin is plugged in and has voltage. In other words, your problem is somewhere else on the board or even something other than the board.

Plugged it in with no hardware with multiple working PSUs. Same problem. It should still turn in and show debug codes with just the 24 pin.

 

I'm also still using the MB inside of its foam that is used to protect the motherboard. I did not put it in a case bc I wanted to test it. Is that a problem?

Do you not have the 8 pin CPU Power plugged in?

as far as I know if the CPU isnt there or powered correctly, post code wont say anything.

 

Also you need a graphics card to see anything unless you're using an APU

I have tried all of the typical things. Believe me. I've tried it with many combinations.

any pictures? Because the more frustrated one is, the more stupid the error usually is

Ordered a used MB to test instead of waiting another month for RMA to send me another one. It is indeed a dead board.
