If you want a free raw editor that can export your raws to any format, gibe darktable a try.

What model of camera?

out of the box, Win 10 can display thumbnails of certain raw formats but not all the latest models are added. There is no built in editor so to do any work you need to install one of the aforementioned tools or the one supplied by your cameras manufacturer

Canon has free software for working with their .cr2 files. Just download it from their site. Other options are the free irfanview. It is lightweight and does batch resize quickly so is also a good option.
