You do not need a 700W PSU.  My 3800x + 2080S could EASILY run on a 600W. You would be PLENTY fine with a 500W bronze. Windows has nothing to do with the motherboard. As long as you have windows installed on a hard drive, or have the key that came with the copy of windows, you can put it on any PC that you want. DO NOT BUY ANOTHER WINDOWS.
 
As well, if you do, spending the $100+ is actually insane. There are PLENTY of 100% legit, safe, LEGAL sites that sell windows KEYS for $10-30. Buying windows for $100 is a scam to take advantage of people that have no idea what they're doing.
 
He is correct about the motherboard + case issue. The case you have selected is a MicroATX case, so you're either going to need an ATX case, or a microATX board. Honestly I'd suggest getting rid of the probably horrific excuse for a lenovo mobo.

The best for what - you still didn't answer that. In terms of raw performance yes the Quadro will beat everything else in something that can make use of its resources.
 
You asked for "the most powerful PC to break records" and you got a valid offer for that. If you had said "the most powerful PC for gaming and without stuff that doesn't improve gaming performance" then you'd have a very different answer. Replace "gaming" with anything else if applicable.
 
If you want to break records with unlimited budget then go for a dual EPYC 7H12 to pair those Quadros with, and add as many pairs of those as you have PCIe slots for...

What you have listed is a really powerful build. I would honestly say it would exceed your expectations. If you are in the market to save a little money however, You could go with a Ryzen 5 3600X, as it is still 6 cores and would not have any issues running your games at 144hz while being able to stream at the same time. I can vouch for this, as I use a Ryzen 5 2600X and stream at the same time on most of the games you listed without much hassle. However, going with a 3700X for those extra cores if you get into workstation type tasks would not be a bad investment in the slightest. 
 
Again for the sake of saving money, 16GB versys 32GB of memory would save you money, as well as looking at a kit without RGB, however, you're spending your hard earned money on the computer, and if you want it to be flashy, nobody will hold that against you. the 32GB memory would again be good for workstation type tasks, but overkill for gaming and streaming simultaneously. 
 
Outside of that, I am sure some other users can make more recommendations for you but from what I can see, you have picked out a really nice build!
