PCIe 4.0 isn't noticable on a 6600 XT. Only worth it if you get a PCIe 4.0 SSD and write a lot of big files.
Lower latency RAM can help, but it's not worth the price you're paying. You can try lowering the latency yourself, but if you do this make sure to verify it's stable.
CPU would probably be more than enough.
Maybe you can upgrade the case or cooler or something if it's bad, but other than that I wouldn't worry about upgrading, especially if it gives you enough performance. Or you could get a bigger drive if you want that. All of these last things are up to you if you need them or not.

The thing is, DDR5 is just too new to be worth it right now. In a few years it might be good, but right now it's just not. For now just get DDR4, you'll get better performance.

short answer: no, you can get much better bank for your buck with newer hardware, the 3600 for budget builds is aging, especially after Alder Lake's incredibly price/performance

I think that Lenovo looks like a great laptop for the price, although I would recommend changing the hard drive out for an ssd later on. It has 16GB of RAM, so you probably won't need to put more in anytime soon (depending on your use case).

Dual channel RAM is always better than single. Yes, get 2 sticks of 8GB (as long as they come from the same kit, it may cause issues if they don't)

I agree the accessibility of consoles is nice, and you get what you want. This is your entertainment.
However, I prefer PC gaming to console gaming just because of the games I play. Most of them are competitive FPS games or, like you said, games that just can't be played on console.
And some of them, are just too intense to be played on a controller (things like DOOM Eternal, I get some people can, but I would hate it.)

Often, people that have just a little bit of knowledge on a subject get overconfident.
I knew someone like this once, he had a site business building PCs. He actually knew very little, but enough to bullshit himself and the people he was selling his services to. Those people are annoying AF because they're often wrong, but are strongly convinced they know everything there is to know.
