After months of slowly getting the parts i wanted to get my rig how i want i have now completed it. I am honestly over the moon with it (bar the dust re-gibing my house and its becoming a daily task to try keep it clean), sadly my most beloved part the Cryorig A40 AIO pump gave up and i had to replace with the x73 but now my 3900x is running cooler than ever. May not be the best rig around or look the coolest but its just how i want it Hope everyone has a great day

Considering this is a budget build, I think you'd be better off going with an RTX 8000 instead of the 2080Ti to save some money.

^ this, but with a 5600XT variant that comes with the 14Gbps memory vBIOS flashed onto it out of the box, like the Sapphire Pulse or Powercolor Red Dragon. Otherwise, OP would need to manually flash the correct vBIOS onto the GPU to get the most performance out of it.
Other than that, it's superior in every way to OP's original build.

That GPU is a bit weak nowadays but it should be fine for the games you're playing if you get it to run properly.
It's hard to say what could be causing the shutdowns without seeing the PC and knowing the PSU model.
It might be covered in dust to the point that even the PSU is overheating, we have no way to tell how often you clean it.
Considering the age of the components, if the GPU is still using the old thermal paste from the factory it's definitely time to repaste it.
2-5min into the game means it probably isn't because of OCP, but I'm with you if you meant OTP in the PSU.
While a GPU might not "like" to run at those temperatures that GPU is reworked Fermi, so it will probably keep chugging along well into the 90°C without trying to save itself.
And CPUs will keep running full tilt even above 100°C because hey, the temp limit is 105°C so it must be fine, right? (I know this because I was testing an i3 with a poorly mounted heatsink and it reached 103°C with no signs of shutting itself off before I unplugged the system.)
So yeah, I'd clean the system as thoroughly as possible and look into replacing the GPU thermal paste (and you might as well do the same for the CPU).

You can clear CMOS by removing the battery for 10 minutes or shorting 2 pins made for this (read the manual to know which one and where they are).
