yes liquid cooling ,Intel® Core™ i9-10980XE Extreme Edition Processor,2x nvidia titan and budget idk we will see at the end

you know that AMD 3rd gen threadrippers are much better than intel 10th gen X/XE cpus, right?

Well in workloads like AVX a 10980xe is simply the best cpu out there. 

Though in other tasks I would agree than TR is also an option.

Iim little confused  because on same ram g.skill says  like cl16 or cl18 (18 .... . .. )what is the difference ?

That's cas latency. Basically the latency until the information is sent to the cpu. 

For example a cl 16 3200 kit will perform the same as a 3600 cl 18 kit. Because the latency is identical.

It does, but in comparison to RAM with the same clocks. CL16 3200Mhz is as good as CL18 3600Mhz, timing-wise, but CL16 3600Mhz is better than CL18 3600Mhz.
