work at LEGO, i have a Dell Precision 5530, guess it is some kind of XPS clone.
 
4K display (touch), 32gb ram, P1000 Quadro, 8850H CPU, 256gb NVME, it is a nice laptop, have a backup older DELL 12" with an older 7 series dual core HT cpu.
 
have 2 offices, but have displays each place, 2 x 1920x1200 in my project and older 2 x 1920x1080 in my office, although i have ordered one of those super wide screen that is the same size of a dual 16:9 setup. 

Yeah, make sure the system is completely off and unplugged, re-install the old GPU and boot up with that, it should startup once you get into windows download DDU and run it remove all the GPU drivers. Power off and unplug again and re-install the 1050ti and see if it boots into windows and displays, if it does use Geforce Experience to get the drivers for it, and then test it. If it doesn't work after DDUing the old GPU and re-installing the 1050ti you may have a bad card.

Regular hardware store spray paint will work you will want to lightly scuff the surface and put on a coat a primer to help promote adhesion. As for paint options if you are looking for the best brightness especially for colors like white automotive paints tend to be the best option. 
 
Just remember to wrap up the rest of the cooler and tape off the fin array as paint on the fins can affect performance.

Here's a small anecdote about me:
 
Got into computers around when I was 13. I played games constantly, was never not on a screen. I had no where near the knowledge you have at your age. In school I sucked and had an average of about 55-65% from grades 9 through 12. Graduated without even pre calculus or any sciences aside from basic computer science. 
 
Now, I am a university student working towards a dual degree in computer science and interactive systems design. Rocking a good average. I start an internship next year that pays good as well.

Well.. grab a 4th gen SSD. I’d advise going with a larger ssd like 500GB. More
longevity of the drive 

I'll have a 2TB Sabrent rocket for games and programs. Really just looking for fast startup.

For the US, Performance-PCs is fricken excellent for pretty much any watercooling stuff around. 

As for brands:
Yes, EK is great. Their EK-ZMT tubing is my go-to since stubby barbs + zipties are cheap, it still looks clean af, and it's easy to work with. I have an EK D5 pump/res combo as well, have had 0 issues with it. Their blocks are good, I have one on my GPU and it's very well made and finished. Usually like Watercool's Heatkiller IV line better though, they're just a bit nicer and usually the same price/cheaper, that's what I run on my CPU (and on my Vega FE back when I had one). 
I use Hardware Labs GTS radiators, they're hella fine slim rads. Haven't really used many others so I can't speak on those. 
Bitspower and Alphacool are usually solid as well. If you ever need super niche stuff, Alphacool makes rads all the way down to single 60mm or 2x40mm ones, and Bykski is a bit off-brand but they make blocks for 1050 Tis and other GPUs that nobody really has reason to watercool other than for the lols. 
 
^ Yos. If you can afford it and are happy with the hardware you already have, it's excellent. Very much an enthusiast thing, but it's really satisfying to set up a loop and they provide instant and very noticeable gains in cooling perf, especially on GPUs. 

I actually do have a story now I'm thinking about it.. Let me sum it up
A coworker of mine (I work at a supermarket) sees himself as a tech fanatic. Once he was talking about a build he wanted to do.
He started talking about getting all top tier Asus ROG stuff, 7970's, H100 (at the time).. All massively overpriced stuff. And.. four 250GB harddrives in a Raid 0.
So I asked him why would you do that? Raid 0 is a stupid raid, just get one big fast drive and a SSD for boot and stuff, much more reliable that way. But he didn't move one bit.
Some time after that we we're having a break and we started talking computer again. I asked him why he wants to go AMD in stead if Nvidia for a GPU. He replied: ''No, Nvidia cards are made by Intel, and I dislike Intel!''. I told him Intel only makes integrated graphics and not discrete ones and that Nvidia and Intel are in no way affiliated, but he wouldn't change his mind.
After that he started talking about coolers. He said he had a H100 once before. ''Yeah, that thing is so nice the temps of my CPU we're lower than the temperature of my room!''
I tried to teach him a small lesson in physics on why that would be entirely impossible, but he kept yammering about.
One time after that he started talking about thermal compound and how he always spreads it over the entire CPU instead of a single blob in the mid. I tried to tell him why that method is shit, to which he replied ''I always do that and I have the lowest temps of all my friends!'' (Obviously made up).
Usually I don't care if people believe things that aren't optimal/true/good in any way, but this guy was so immensely dense it was unbelievable, and a complete tool too. Every word you tried to throw at him just bounced off.

I’ll be doing game development so I’ll probably pick up a used 1070/80 or something. I will occasionally game but that’s really kept my to my PS4 so I’d prefer to get a better programming machine then to go a crazy gaming rig that is bad for programming. 
 
I’m looking to keep the PC to around $1500. I’ll probably go with the 3900x and an AIO cooler as I want to keep the temps low.
 
One final question: ultra wide or dual monitor for programming? If it’s dual, what way: both horizontal or one horizontal and one vertical.
