    Being that I have a Nvidia shield, I'll probably go with a Nvidia brand, being that you can stream games from your PC, using a Nvidia GPU.

    5700xt or a 2070 super then fits your budget, I would lean towards 5700xt personally, but if you want to play with RTX, go team green/2070 super.

    Eh I'd get a 2070 Super, just because he also uses stuff like blender so the better CUDA stuff will help there.

    Yeah, you are right, but both cards are good options, in my area 2070 is way more expensive, if that's the case where op lives, 5700xt will work.

    Which gpu to buy depends a lot on what exactly you want to do and how much money you can spend on a GPU.
    The use cases seem to be general communications device art of some kind, and games of some kind.
     
    -general communications requires almost nothing. For that alone, A $20 used video card would be fine.
     
    -“art” will require more gpu.  At this point the type of art done has an impact on what is needed
     
    -“games” has a similar but slightly different impact.  What kind of games also needs to be defined.

    you motherboard has a hdmi for the case you are using a cpu with a  built in graphics chip. the 3700x doesn't have a built in graphics chip, so you will definitely need a dedicated gpu.
    to complement your build, I'd go for a rx5700xt or a 2070 super.
    the rest of your builds looks good. i would save some money by getting a cheaper ssd than samsung. something like a corsair mp510, a silicon power a80, sabrent rocket.

    The 3700x has no integrated gpu.  You need A gpu if you want the machine to have a screen you can see.  It would be possible to log into it from another machine that did have one and run the machine as a “headless” pc so in theory no.  In practice though generally yes.

    This CPU doesn't have built-in Radeon graphics, dedicated GPU is needed.
    Consider getting non X version, save a few bucks, even if you were to overclock, X version offers very little benefits even then.

    The stock cooler is adequate. I recommend using it first and deciding whether or not to replace it depending on how satisfied you are with the results.

    Having worked at a tech retailer as a repair tech and my own personal experience, I tend to stick with Samsung for reliability as well as performance.  Even my Samsung 850 M.2 SATA is WAY better than my Kingston M.2 SATA (forget which model).
     
    I'm still running almost 4-5 years on my OCZ SSDs, so it's completely possible to have good drives that aren't Samsung. AData is rubbish (IMO), and don't like the entry level Kingston either. Why? Because I'd always seen my clients coming back with dead or defective SSD's MORE often than any of them other budget drives. If I'm going to recommend a budget SSD, I generally recommend PNY because I haven't experienced many drives failing in either my professional career or personal. AData is much more memorable as a failure, so I don't recommend them. And Kingston might be ok, but in my region, PNY is generally better price comparison for storage size.
     
    The failures of ADATA and other brands could've been bad lots, or could've been something else. But for reliability (even on budget offerings) there are other options. I'm not a "fan boy" but I stick with Samsung because of their reliability and performance for certain cases. But I still have PNY and my OCZ drives as well. Crucial is good from what I hear, but never had one because I was able to find better deals with sales with different companies at the time.

    Transcoding tends to be bottlenecked by the CPU, so storage performance won't really help. SSHDs are also only helpful if you access things frequently. If you have the OS on it, it'll likely be cached so there's that, but it won't really help with the other files.
     
    So I'd argue for a traditional HDD.

    SSHD is a 8gb ssd with a 1TB HDD absolute scam.
    Ironwolf and WD red are the best for NAS.
    for your laptop, I'd get the cheapest 2.5" SSD, ADATA makes some cheap ones, and so does inland (microcenter house brand), or a crucial MX500. The WD blue isn't a bad choice either. the 860 evo is wayy overpriced for what it gives.

    ID just get a hdd here, something like a ironwolf or a wd red would be the best bet. 
     
    THe ssd won't help with speed much, as your limited by the network anyways.
     
    THe ssd won't help with transcodiong, as thats cpu limited.
     
    I wouldn't bother with a sshd, if you want more speed later on, use the caching the qnap box, but its probably not needed.
     
    For drives, also look at those 8tb externals for like 130

    I been using plex for years and recently made the jump to 4k content encoded to H.265 with (Nvidia NVEnc). Most of my 4k content comes from Bluray Rips and has sizes from 12-25GB for 1 movie. Everything transcodes to every player I have. I don't run any raid or anything just single disks with no issues with multiple streams. I am using 8TB 5400RPM WD Purple Drives.

    Don't go SSHD. Go HDD or SSD. I've seen SSHD's fail much more than HDD's or SSD's. and if the SSD part burns out, the HDD part goes along with it.

    HDDs suck. Throwing a SSD would give you much more raw speed and overall quickness. You could clone over the drive or i would just fresh install/

    The mobo should be future proof for a while now, AMD plans to support it through 2020 which is after 7nm so you should be fine.

    If you do not want to break the bank AMD is common for price and performance.
     
    a 2600 would do just fine for you. like the above people said. Also, if you ever decide to upgrade in the future the AM4 boards will be supported for quite sometime. The intel z370 boards however may or may not be supported, it really depends on the upcoming intel i9 processors. so if you do go intel, there may come a time where you will need a whole new build if you want to upgrade.

    I'm personally a fan of raid 5, but how you want to set up your array is up to you. for the ssd I wouldn't go less than 240, preferrably 500 if you can afford it. I got a 240 and I'm regretting not getting bigger

    So first off, AMD for the processor. While gaming will benefit more from the intel processors single core performance, it sounds like that's not your priority. For the streaming and transcoding, AMD's chips really shine right now. I am NOT an expert on media encoding and editing by any means, but my assumption would be a Ryzen 5 would do it for you. a 2600 at 170 will net you 3.4 base up to 3.9 turbo, 6 cores 12 threads, and a wraith stealth cooler. For an extra 40 or so, you can get the 2600X with a base of 3.6 up to 4.2 boost and a wraith spire cooler. it's 95 vs 65 w and costs more, but with a better clock speed and better cooler included. It's up to you whether that's worth it.
    I can't imagine needing much more than that, but again verify that with someone who does what you do. I don't know the program requirements, I'm just assuming they need more gpu than cpu from my knowledge.
    Both require a GPU, but you should be getting one for this build anyways. depending on your budget, you have a lot of choices here. If we're going cheap, I'd find a 1050ti 4gb between 150-200. If you can afford more, I'd look for a 1060 or 1070. A 1060 6gb should run you about 300 right now and a 1070 8gb should run you about 400 right now.
    Cases are a personal thing, you can spend as little as $30-40 or several hundred or several thousand. most people I see building tend to find decent quality around 80-120, but there is good quality in cheaper ones too. 
    PSU, id stick 400-500W. Those are plenty for these requirements and still provide some headroom. Alot of people like to go 750-1000 to have the most headroom, but this is way overkill. If you want to spend more on the psu, put  your money into a top tier brand and get as high on the 80plus rating scale as you can before you just get higher wattage
    Edit, forgot to mention ram. While the gaming should be fine with 8gb, the editing and transcoding will eat your ram like a bowl of nuts. grab 16gb, 3000 MHz is the sweet spot right now
