    I mean the i7 9700k will be on 10nm the newest lithography ever, it'll still use Ring Bus and probably work around 4.3ghz all cores boost so yeah it'll not match the 2700x it will destroy it
     
    If waiting until October actually is a possibility and you WANT an Intel CPU under the hood then yeah it is a no brainer wait for it, and the new Z390 chipset.

    I would advise looking for a 980 or 980ti used, or if you're okay getting mining cards, a lot of people in my area have been dumping RX 580s. Look for those, or maybe even GTX 1060GB/1070s in your area. I can't really speak about new too much since I'm not in the states, and don't know how prices are.

    Founders cards are louder and hotter than any after market cooler out there, spare maybe some cheap blower style coolers they put on the lower end sku cards. You should really never get a founders card unless you will be water cooling imo.

    Here try this, I opted for a cheap 250GB SSD for you to install OS and most played games. It is a bit over budget but it checks all the mark and should serve you well. I choose a slightly more expensive PSU for if you want to upgrade to a gtx 1080 ti in the future and the X variant of the ryzen series as it comes with a better cooler and therefore boost / overclock higher.

    the 1tb black is about 150mB/s with about 200 iops. ALso if you want a faster hdd, get a bigger one. Id get a 3-4 tb drive over a wd black and they will be faster too.
     
    A normal sata ssd is about 500mB/s with about 60000 iops.
     
    Id probably get a mx500 for a normal sata ssd.
