You'll need to give much more information: where do you live, whats ur budget, what are you gonna use the pc for, do you care about the looks of ur pc.
And also, what do you mean with "Not overclocking my pc yet until I know better " You can't just pick a non overclockable motherboard and then just buy a overclockable one because you changed your mind... 
(You can but I dont need to explain why that would be dumb)

For that budget Id just buy a used pc, look for something like a dell optiplex on ebay.

Most used gtx 970's go for around +-170€ euro here in belgium

Maybe look for a used gtx 960 or even 970 if u stretch ur budget

There would be a difference but not too big of a difference. Oc it to 75hz and then you will see a noticeable difference

mouse are all personal, its not like u can say this or that mouse is best
 
honestly ive had all the good ones that ppl said its great, sure build quality good but had a hard time getting used to them... decided to get a ergonomic mouse > solved all my issues , i use a speedlink decus  right now ( cheaper gaming mouse ) and its the best ive had so far ( had corsair m45 , logitech g500 and razer mamba, razer daimondback 3g what not )

yeah would try to go for a 8100

If you can try and bump up the CPU to an i3 8100.
