Bruh, $1400 “budget pc” as a response to “upgrade a prebuilt”

@acercon the route of nvme ssd + gpu + psu is the way to go here. The 9700F will still hold out for a decent while longer. Slower ddr4 isn’t the end of the world, it’s just not ideal.
The 4070 super is a valid choice though it’s at the far end of what’s reasonably paired with a 9th gen i7. It’s not awful to go overkill with a GPU either since you can carry it forward to a platform upgrade for them in the future, flip flop the changes.
Anything around that performance target is a solid choice though a bit excessive, 4070 variants, RX 6800 xt, 7800 xt, a 3080, etc.
You could drop the psu down a bit in wattage. A 4070 super is sub 300 watts even with the higher end models with overclocks. With a stock 9700 you’d have no problems with a 550-650w psu.

A lot will depend on what the long term plans are. If this system will see a platform upgrade in the future or not, and will instead be replaced by a whole new build.
If it’s going to see a platform upgrade, go with the 4070 super and higher wattage psu.
If not, drop the GPU down to like a 4060 or RX 7700 xt and lower wattage psu. (Id replace the CWT unit regardless going with a higher wattage card)
No point in going overkill with parts which won’t be carried over.
But if parts will be carried over, go a bit overboard paired with the 9700.

I would change 13700K with 13600K, machine learning does not need a super fast CPU with lots of cores, 13600K should do just fine.
Cheaper cooler but performs very well.
DDR5 board and 32GB 6000 RAM, those are some expensive DDR4 RAM.
3080 12GB instead of 3070, I wouldn't wait on AMD RX 7000 series because you'll miss out on Black Friday, we don't know the actual performance of those, could be a flop, and AFAIK machine learning is dominated by Nvidia.
Cheaper but still high quality 850W PSU. FYR https://cultists.network/140/psu-tier-list/

Honestly there isn't any good RGB software. You can try the programs you named but it probably won't detect everything. Best option is using the MSI software for the board and RAM and SS Engine for the keyboard.

No real world difference between gen. 4 vs 3 right now. I would stick with a bigger 1TB gen 3 than a smaller gen 4. I really wouldn't recommend 500GB drives anymore because you essentially lose 1 m.2 slot for just the boot drive.

There's not enough ventilation on the case for high power components. It will probably still work, but most of your components will be at the top end of their thermal limits. Most likely some thermal throttling will occur. You can check out gamer's nexus' review for more information. He does really good case reviews if you want to learn more about cases.

Good pick. Both the Phanteks and Fractal cases are great options. The Meshify looks a lot better in person than in does in photos, and can look pretty sick with some RGB fans in the front. I'd flip a coin between the two.
It's about a 5% difference in performance, depending on the workload. For gaming especially, you want the faster memory. That kit is a pretty good option, G.Skill Ripjaws V is a very solid kit of memory, they've been nothing but stable to me for the 2-3 kits of it I've bought. The timings look good and are at about the sweet spot for Ryzen with memory.

RAM and motherboard, yes. CPU cooler, not so much. Corsair stuff is in a completely different league with RGB stuff. That said, I believe some MSI motherboards are compatible with Corsair's ecosystem, so you would be able to control everything with iCUE. Or maybe it will all just blow up in your face (RGB isn't my specialty, I just set everything to white).

It's a fine build. You probably don't need to go with X570 for this system, and you'll probably not notice the difference between the 5800X and the 5900X, but that's the only things I'd consider changing. it's fine for a top-end gaming PC.

Yeeted the rgb aio and ram and just rgbed the case, case rgb is cheaper so good value i guess
    ¯\_ (ツ) _/¯

If you want an rgb aio then buy a 3 pack of p12 or p120 rgb fans, those fans are equivalent to noctua fans but cheaper and has an rgb option

If that's the case, then either a Dell XPS 13 or Inspiron 5000 series (14 or 15 inch) or something with a good IPS display such as the Spectre would be a good choice. Lenovo makes decent machines too for the price, but I'm not really a fan because they don't publish service manuals for their laptops, making self-repair and maintenance difficult if you've never opened a laptop before. However, if I had to choose one, I would indeed go with a customized version of the 720S because I feel like it's the most portable Ultrabook they make at the best price to performance ratio, in Canada at least. (I was actually deciding between the older 710S and my XPS 15 last summer.)

Acer Swift 3 and HP Envy x360 with Ryzen 2500U/2700U - be aware of issues like worse battery life (compared to Intel counterpart), inconsistent CPU performance and buggy drivers/firmware since Ryzen mobile hasn't optimized. I suggest you to try in store first. GPU performance is about 940MX
    Acer Aspire 5 15 with MX150 and 1080p panel
Acer Aspire 5 17 with MX150 and 1080p panel - heavier but has an excellent IPS display
Dell 7567 with IPS panel - less gaming look, heavier, get it if you need more GPU power, excellent battery life

    Over budget:
    Acer Swift 3 with MX150
Acer Aspire 7 - heavier, get it if you need more GPU power, possibly needs repaste

And yes, I know, there are many Acer laptops. But like I said, brands don't mean much, buy model not brand. If the model is good then it can be recommended.
