It's getting to be winter. Outside cold blooded animals want to come in. It doesn't take long for spiders to make webs, especially if it was boxed in with shipping.
The rest of the card looks mostly brand new and clean though.

Only Nvidia knows how much power the new cards will draw. Given that the 3090 Ti already draws 450W, it wouldn't be that suprising if the 4090 draws that much. Nvidia recommends a 850W PSU for the 3090Ti, so getting it to run on a 750W PSU will probably be tough.

You can always try that, but you may be sacrificing performance if you set the power limit to low,
Power requirements haven't been released by Nvidia as far as I know, so everything is a guess at this time. But as @Coolmaster said the 3090TI is recommended to have a 850W PSU, so I'd think it's unlikely a 4090 will come in under that.

This is a bit of a long shot, but.
Try uninstalling your graphic driver using DDU
Then reinstall it manually (not from/by using GeForce Experience)

Get a laptop cooling stand. When the warranty runs out, replace the thermal paste with something better.

Does the line only shows up in Windows? or other stuffs too ? like BIOS
If not then I don't think that's a driver issue, nor any kind of software issue.
Tried using other cable yet ?

Depends on few things, if we are talking about game being locked to same refresh rate on both resolutions while also at same graphical settings, while not being GPU processing power bottlenecked, then yes.

Did you remove the film from the bottom of the cooler that contacts the CPU? common easily made mistake.
You should be able to feel a faint vibration on the cpu block if the pump is running.

The PSU itself is rather bad and 650 is not a lot. It might work, but i would'nt exspect it to work under heavier load.

The post is intended to just find out people's views (high-end users) on potentially using a 600W GPU.
Obviously the majority of us have seen the leaks from reputable sources about the upcoming top-end cards having around 600W TDP. This is double the power of a RTX 3090.. If it turns out that the performance buff is around the average 20-30% (or even 40%) mark X%*, do you still say it is an 'upgrade'?
The way I see it, it's like having a fast car and then inventing a 'better' car that is more powerful and takes you to your destination quicker by X%*, but it is significantly more inefficient because it uses double the fuel. Useful for some people of course, but I feel like it is sort of a cheat and not a proper generational leap.
Here in the UK, energy costs have doubled in the last 2 months and expect to triple by the end of the year + other cost of living increases. Meaning there is more of an incentive to use less electric where possible. Also, a lot of existing builds probably won't be able to just slot in a new 600W GPU without also upgrading the PSU and with disposable income down, inflation up and a supplier crisis with scalper prices, it really does not seem as appetizing as the 3000 series.
What are people's thoughts?
(Of course, this is just speculation on a GPU being 600W. It could well be 600W but provide 100%+ the performance for all we know until confirmed.)

The thermaltake low end PSUs are really bad, that litepower is no good.
To use that 3200MHz ram you'd want a B660 or H670 motherboard, otherwise you're capped at 2666MHz.

AMD may have slightly better options now with their new GPU releases, not sure on pricing.
You should make sure to get at least a bronze rated PSU
