If it's for gaming. Take Linus' (and my) advice, get a i5. You need nothing more. If it's for content production or render or something along those lines, I would recommend a high end i7 over the newer i9 series, because the supported platforms and support in general is much much more mature on the i7 series.

I found one for 415$ new. Until the market decided it wanted to kill itself.

It's always better to get the single most powerful graphics card that you can. Less power consumption and more space and less money (depending on the 1070 models that you choose)

I think its fantastic. I am not watercooling but it has plenty of room. You can put a 360 up top, a 360 up front, its airflow is great. Let me snag a view videos for you. 
When I was building in it, IT WAS CRAZY EASY. My original case was a Phantom 630 and it was maaaaaassive. This case is just perfect. I do wish it came with a shroud and I do have the solid side panel so I cant say how the window feels.

It's an Intel 115X motherboard so the mounting is standardized, it will work with the MX block that is part of that kit. 

It doesn't have to, it says it's supported with LGA1151 which your motherboard is. 

get a more basic less expensive z270 board and put more into the cooling

You won't notice that amount of bleed in most situations. No one turns off all the lights and increases the panel's brightness just to see that bleed.

ive heard its not to good for gaming although maybe production
