Also, overclocking it until it fries is kind of counter-intuitive, because in order to know at what threshold it fried, you would have to overclock it until it reached it, and by then it would be fried and you wouldn't be able to insert it into his system.

Not to mention the (ostensibly) low efficiency of whatever shit power supply they crammed into your system.
In addition, if your prank succeeded and you got the card to catch fire, you would actually be committing a crime (arson, heard of it?), and if any serious damage occurred, you could face jail time.

No it is not... There's almost no chance that an actual fire could start. The most likely scenario is that he slowly kills the PSU and has to replace it with something that isn't fucking garbage.
You really do over-estimate the volatility of even shitty PSUs.

You should be able to hit 4.6 ghz though.... Most 6700ks are capable of that. That should take around 1.35 or 1.36 volts.

A good chip would do it with 1.3V. But you will need to tweak things yourself, there are HUGE disparities between CPUs. It could vary from 1.3 to 1.4v easily for the same 4.6ish frequency. Try around 1.3v and if it's perfectly stable, you can lower the voltage. If not, increase really slowly until it's stable while staying below the 1.4v mark
