    @Failure 101 It will be a server, not a gaming computer. There's no point to get a Z790 that will idle most of the time. And there's no benefit to DDR5 only higher startup times.

    In most server applications you won't notice the difference between 3200 Mhz and 3600 Mhz or CL16 vs CL18 ... ideally I would have suggested ECC DDR4, but they're very few and expensive. The motherboard supports them though, if you ever go with them. They're not required for a server.
     
    The cooler is probably overkill but it's what I have.
    Motherboard is no frills, has decent passive heatsink on VRM so even if the cpu cooler somehow fails without warning at some point, the mobo won't cook itself. The MSI board is OK, but not worth the extra money.
    The only somewhat negative point of motherboard is that is has only 4 SATA ports, but most likely it won't be an issue.  You have 2 M.2 slots on the board, one sata port may be used for optical drives, and you still have 3 ports that can go with NAS HDD storage.
     
    I bought the case on purpose to have 2 5.25" bays. It's a server, not gaming pc, again... those bays may be useful.
    For example, they may want to burn a CD or DVD from time to time with some stuff (maybe they add some surveillance cameras or something and they're asked to make a copy for the CD after an incident).
    Or, maybe you'd want to add one of those external drive bays, to plug a 2.5" or 3.5" SATA drive there and connect it to the system without restarting.

    There's NO video card. No need to buy new video cards. Go on Ebay and buy some 15-20$ video card, search for something like AMD R5 2xx , R7 2xx, 3xx ... here's example R5 230 HD for 17 eur https://www.ebay.de/itm/185955163100 .     Add storage. A good 500 GB for the operating system would be enough, something with TLC flash memory, to last you some time.
     
    Add a mechanical hard drive even if it's just for nightly backups of everything... do a scheduled task and zip everything critical and dump it in a folder on the drive.
     
    For mechanical drives I'd suggest some NAS grade ones, my latest purchases were WD Red Plus because they're CMR (standard) and don't have slow writes like the SMR models.
     
    No need for extra fans, the fans on the case will  be enough airflow for the cpu cooler and everything. You won't have a hot video card and the cpu will idle a lot of time so not much to worry about.
     
    Maybe check if the case I recommended comes with decent dust filters and if it doesn't maybe consider adding some. This machine will be unattended and will collect dust...
     
    ps.  Consider also an external hard drive or even a second machine with the external hard drive connected to it. If the server has a power failure nuking the hardware, you'll have the backup on the other machine. You can get some lightweight tiny PCs for like 50 euros, and connect an external hard drive to them through USB.

    7900 XTX is way better than 3080. And BIOS flash is not gonna be needed, probably, since MoBos usually come with updated BIOS from the factory line. And 7800X3D came a decent amount of time ago.

    No, 4060 Ti doesn't have as much horses as 4070. Unless you go for really big scenes in Blender that can eat all of 16 GB of VRAM. In every other workload 4070 is way better.

    Further to that, a card that comes with an antenna you can put on top of the PC (or buy an after-market antenna) rather than screwed straight onto the back can be beneficial if your router is not behind the PC.  Even then it can help as furniture in other rooms might block the signal so the higher up the antenna is, the better the chance of not being as obstructed.
     
    This is even more important if you use Bluetooth as antennas on the back can end up with the PC blocking the signal almost entirely.

    Rest of the parts buy em all used except ones that wont save you money when bought used (usually storage), major money savers when buying used aside from cpu and mobo would be used gpus and used psus mostly because of the rampant fearmongering regarding mminer gpus and psu lifespan (both complete bullshit btw, all psus last 10-15 years, miner gpus are treated better than gamer gpus due to undervolt), used cases too since you can get cheap ones for 5-10$ or outright free if you dumpster dive or someones giving a case away

    Linux Mint, Pop_OS!, HoloISO are some of the choices for beginners and/or gamers. DDU means Display Driver Uninstall, so no, you don't need to do it. But gaming on Linux is objectively worse than on Windows, so I'd actually suggest dualbooting (aka having Linux and Windows installed simultaneously on one PC or even one drive).
     
    Plus you can kill telemetry in Windows using various tools. I have a bunch of them collected in my signature (first link). O&OShutUp is one of those tools that you can run and kill 95+% of telemetry in Windows. ChrisTitusTech's powershell script is another tool for massively improving QoL stuff on Windows.

    Yeah, it's just bad. Even your laptop has better Wi-Fi adapter (probably with 2 antennas). You need something like AX210, that will be way better. 2 antennas, MU-MIMO, Wi-Fi 6E... The good stuff.

    i think youre better off with a ddr4 motherboard and ddr4 ram, this wont make any difference on a 12th gen i3 but you can save lots of money for another upgrade!
    also, the included stock cooler is enough for your cpu, you can also save some money on the cooler!

    Reinstall Windows or give it a good cleanup. Turn off Windows Indexing and, if you're feeling like not caring for security, Windows Defender. Also changing your monitor wouldn't help in the first place.

    Those write speeds are on HDD level. Even DRAM-less SSD should be way faster than that.
     
    Yeah, Windows Update tends to break things when updating. Which is why fresh install is always better, because you don't create new problems on top of existing old ones.
     
    Also do what @unclewebb suggested, that also needs to be addressed.

    Considering that your machine still uses Windows 7, I think that it doesn't support Windows 11 officially, so you'll need some VM manager that can report different CPU to guest OS. I don't remember, but VirtualBox might be able to do that. And some cmd hacks to disable TPM requirement. Google-fu to the rescue there.

    If you plan to use Optix, then go with NVidia, yes. Just not 4060, it will be a waste of money compared to 3060 Ti. You could go for 4060 Ti 16 GB version, but that will eat all of your budget, so 3060 12 GB is going to be your choice, most likely.
    Also go for 12400 (especially if it's cheaper than 12400F), I'd actually suggest getting it over 12600KF since Intel iGPUs are better for video editing with something like DaVinci Resolve. Besides, if your GPU dies, you'll have a backup to continue working. And additional 4 efficiency cores and 2 MB of L3 cache aren't worth much in terms of rendering performance. Also you'll save money for a possible future upgrade like 13900K. Or spend them toward getting a 3060 Ti G6X... Or a motherboard with Z790 chipset that would allow that upgrade path.

    You really better use Windows 11 with 12th gen Intel Core CPUs... Windows 10 doesn't handle heterogeneous CPUs as well as Windows 11. As to your issue, what version of Win 10 do you use? "About system" should say 22H2 ideally. If it's older, update your USB stick and reinstall your OS. Though I'd install Windows 11 in your place.
