No, as long as the refresh rates are the same it should be fine.

I think you have to go into your graphics control panel and manually configure them. I'm not 100% sure, as I have never run multiple displays with different refresh rates.

Yeah, I mean. They might have fixed it, since the last time I used a 144hz and 60hz was quite a while ago. But it was an issue.
Also, I know this is still an issue, but if you try to watch a video or something on your second monitor (assuming 60 hz) and try to play a game at 144hz it could make your main monitor hop between 144hz and 60hz which is really annoying.

Every device connected to internet by same connection will count to how much that connection can upload. Try and see how stream looks. Choppy and buffering is definetly something you don't want to see.

Yeah, just take the photo and send it to your pc and throw it into OBS. If you want to edit it just open the photo of your drawn image in photoshop

How do you know that cooler isn't good enough? You don't have it, you haven't tested it. 430 Watts could be better, but you're worried about the budget. PCPartPicker says the build draws 320W.

Only reason to get an aftermarket fan for that CPU is if it is to loud for the owner. Cooling wise it is fine so try it out you can always change cooler later."

Too much ram. you could go for haf that. Also, you might wanna consider looking tha samsung 850 EVO or even PRO for that matter.
