Here's how I'd build it if I had that budget. I'm a little above your budget, but you could drop the SSD or the HDD for now and be where you want to be. Case is open to change as well, it's just personal choice.

With no OC the stock cooler should do fine. The S340 is a reasonably quiet case, and you could replace fans later if noise was at a level that annoyed you.

You came here to ask for advice, and I gave you my thoughts.

Why is the price relevant to your opinion of the stock cooler? You're not overclocking anything, and stock coolers will perform just fine.

I wouldn't call 59 euro "WAY Above". It's 59 over, which is 5%.

I took my time to try to put something together for you, you didn't have to be a jerk about it.

well thats pretty much and my budged is 1000, if you want to give me 59 euro its fine ;) 1000 euro already is alot so not going over it. thank you for your thoughts though but an stock cooler isnt good enough for me.

and i aint a jerk, thats what you make it off.

If you gave a shit about not having a stock cooler, you should've listed that in the OP.  NVM this is in the OP.

http://de.pcpartpicker.com/list/LMCtpb this technically hits all your requirements, though I think it's worse than the other one.

How do you know that cooler isn't good enough? You don't have it, you haven't tested it. 430 Watts could be better, but you're worried about the budget. PCPartPicker says the build draws 320W.

Only reason to get an aftermarket fan for that CPU is if it is to loud for the owner. Cooling wise it is fine so try it out you can always change cooler later."

"The hyper 212 will net you better cooling performance, however since this isn't a k skew chip you won't be doing any overclocking so that cooling potential isn't really needed in my opinion. Save your money and put it towards something else. Just my two cents. "

"yes, unless your overclocking there is no reason to get a after market cooler on an i5 6500.

If you are going to overclock than i'd get a cryorig H7 "

I think you're getting caught up in the idea of "this is the stock cooler so it must be bad"

The stock cooler is good enough for anything you can do with a locked CPU.

a 120GB SSD.
