    Almost any video editing and encoding software can do this, just change the frame rate in the output setting.
     
    There's more to creating a cinematic feel than just changing frame rate.

    nvm it was just the scaling, had to restart for it to work properly lol. There aren't any downsides to HDMI at 1440p 60hz to a single monitor so I'll just stick with it.
