CPU for home pc

So my friend wants me to build a PC for his parents, for around 400-500 euro. 

But I'm not sure what CPU would work best for that task, without a discrete GPU. It would mostly be used for light tasks but just looking for the best value right now. Been looking at an A10 7870K, but not sure if it's a bit outdated now compared to intels newer ones.

What kind of tasks specifically? Web browsing? Videos?

Don't get old gen AMD CPUs or APUs. G4560 is more than enough for those tasks.
