Idk what steps you took but it's pretty easy to get to 3200 especially with zen 2 since getting to 1600 FCLK is a joke for it.

It says due to system instability, Click F1 and load optimized default again. It may be that you ram cant run at its D.O.C.P Speed.

My Gigabyte BXi7 4770r just bricked on me after being left unplugged for a few hours. Same symptoms. I opened it up, no obvious indication of issues. I checked the voltage on the BIOS battery was at ~1.7V (much lower than the 3V spec). I unplugged the battery and this let lights turn on with power. Ordering a replacement battery now. The pictures look like this one is physically compatible: https://smile.amazon.com/dp/B076K4WYJJ/ref=cm_sw_em_r_mt_dp_U_vrGSDb0R069Z2

Alright, Im gonna get into the nitty gritty. I swapped from a 2700X to a 9900K and with the new ryzen CPU's They are pretty much head to head now. For the same price you get more cores with the same IPC and you have the ability to stream and not sacrifice performance from it. If I were you, Honestly I'd go for 3rd gen ryzen and not having to upgrade your mobo everytime a new cpu is out is nice.

It would work, however you have to make sure you match the memory die. So for example you buy a crucial kit of 4gb but its micron chips, and I know for a fact dell uses samsung OEM. it wouldnt work perfectly, Try and find Samsung die memory. at my local computer store samsung was the cheapest thing there and they were the brand being sold.

literally not a thing like android and apple. using an apple phone is entirely different than an android phone.

again, how do you know the difference from using it?

yes but it only has 8 cores still.

And you can run the 12 core at stock no problem on your current motherboard.

the 9900K is maybe 5-10% ahead at best compared to the 3000 series in the average game, if that one is super intel reliant it'll maybe be a 15% difference, but for streaming more cores is always better pretty much.

Although it mostly seems like the game is just unoptimized like Pubg or flight sim X

it does scale with more cores though going by the results at the end under "CPU scaling"

It doesn't matter, you just don't get PCI-e gen 4 on older motherboards, which only matters for future SSDs.

Assuming the motherboard can support the bios update, which only low end boards lack support for since they were given tiny capacity bios chips.

I have a Surface laptop 1, and personally if your trying to save money go that route. Right now they are 700$ US and you still get the beautiful screen and amazing battery life. Just dont get the 4GB Ram model Go and grab the Intel i5 8GB ram and 256GB SSD I have the 128 and its a bit too small for my basic school needs

An RX 580 from eBay is the best card you can get for that cash. I would recommend the R9 fury, but the NEO ECO is listed as tier C on our tier list so I don't trust it with anything too demanding.

Also, taking any old Mac into an apple store and getting service no matter what is kinda nifty (I have a lot of occasions where I need to reset macOS and it can sometimes be stubborn with resets, the apple store has no trouble)
