you should wear the same color clothes as your green screen so you do a review as a floating head. actually you and luke should do a video as a floating head. wear long sleeves and gloves to do an unboxing so its just your heads and the GPU or CPU or whatever you want to reivew.

Dont confuse PCI-E with CPU cables though.

Q1. You will be fine with a lesser board. You just need an integrated graphics processor chip... and with DDR4, you can also be using X99. Don't go with the 5820k cause it doesn't have an integrated chip. That's from what I'm reading so far. You'd also need a mobo capable of XMP.. which I think most are? 
 
Q2. You can keep your cpu clock speeds at auto and overclock your RAM. With my system, my RAM was running by default at a lower speed than it stated so you'd have to go through that. 
 
Q3. Um... well if a mobo and ram kit is what you need...with integrated graphics + XMP profiling, I've read a while ago that the Intel 4000 performs "medium" for games. So anything newer than a 3rd generation processor I think you're well off. There's a huge variety of boards you could use + RAM kits. 
 
Yes, RAM speed and RAM capacity does help integrated graphics to a certain degree. As for how much I'm not sure but I have only felt it before. That's pretty subjective though.

Except AMDs and most of the mainboards support ECC memory out of the box, so new or used, you're still coming out ahead compared to an all-in-one NAS. If you don't need hot-swap bays, you can save money on that front as well.
 
I'd actually recommend the AMD front for a NAS simply because you can get a mainboard/processor combination for a very good price that supports DDR3 memory and USB 3.0. And again it supports ECC out of the box -- I've got 16GB of ECC DDR3 on the way and I paid a little over 110USD for it. Plus you're more likely to get a standard board rather than some custom form factor server board. And you'll have more readily available cooling options. On this, I'd say to go with an APU as well to eliminate the need for a graphics card.

Intel will give you better performance/power consumption.

I would recommend you watch Linus' video on what is in his tech bag He goes over quite a few stuff that might be helpful for you! (from flash drives with Linux install or Windows installers or just helpful programs on it to hardware stuff like screwdrivers. Mainly one screwdrivers with piece you can put on)

If your ISP doesn't provide such a service, obviously you can't get it.  
 
To your 2nd part of your question, why would you need internet to transfer files to your NAS? The data doesn't go through the internet, it stays in your home network.  Make sure every step of the connection is capable of 1Gbps, otherwise speeds will drop to 100Mbps.

Honestly I have no clue. I think on one of the WAN shows Linus said he just prefers some of the things that Nvidia offers that AMD hasnt caught up with or support. What those are I am not sure. I picked Nvidia Solely because its all anyone talks about. I'm not a fan boy but I have always had good success with Nvidia and I live by "if something ain't broke, dont fix it" lifestyle.
