Yess start with it, you can still game with your cpu for now just that when your cpu is at 100% your gpu might be around 80-90 thats on CPU bound scenarios, you can play at 1440p buy instead of you getting 90fps you might be getting 70 or something in between.

If you want to scratch your current pc and want to build a new pc then go with AMD because i think they have way longer support for their chip socket and its good for gaming benefits expecially the x3d chips, to not break the bank get a 700w psu , if you dont care about raytracing then go with an AMD card you'd get good fps for your buck.

A 650w psu would work fine but get 700 to have a little head room.
That depends on you since you already have a pc just upgrade the CPU to maybe an i9 9900k or ks, it is the same socket as your i7 so you wont have to change mobo, get a good cooling system because its an i9 lmao.

You wiped your drive and you're asking if you need to install drivers? Well, if your new installed system needs them then yes. You can check that in device manager. And you did not have to wipe anything, just boot your system.

need to install most drivers, but bios should be ok unless u flashed it, driver can be found on the manufacturers homesite if you want the most recent ones.

you wont have any drivers that don't come with windows so yes. same with GPU drivers etc..

As an i7 owner - the 8700K can easily eat past 150W alone. Add a 300W 2080 Ti and you're at 450W without counting the other consumers - drives, RAM, board, fans - 650W if he plans on going for a high end card

Your aren't really facing any wattage issues with your current PSU. Feel free to go to a 2080 ti

your system will consume under 400w anyway tih the gpu upgrade, no need for higher than 550w

a good GTX 1080ti that can overclock to 2ghz like the one i got will be within spitting distance of the 2080 super in most situations.
1080ti has more video memory which can help with some high resolution VR simulations like iRacing or flight simulators if you're into that...
and the 1080ti has 512 more cuda cores...so if they run at the same clock speed, in more computational oriented loads the 1080ti might have an edge.
That said, 1080ti is an old card now, heck even 2080ti is old at this point...so a used card that has been overclocked and used a lot might not last long so i wouldnt'
recommend it unless it's from EVGA and you live in canada or USA. Cause then if it break you call them and setup an RMA and they'll confirm and just send you back a more recent card, like say a RTX 2080 super 😆
If you play AAA titles and just want to game for the forseable future the 2080 super is a better choice unless you can find a REALLY good local deal on a 1080ti.

It is not an upgrade. It could be a replacement if a 1080 ti died.
That is the downside to owning 1080 tis. Only the 2080 ti is an upgrade.
I would not recommend one over a 2080S but if a budget only alows for a 1080 ti you would not be missing much.

Yes, but not in price to performance. Nvidia significantly raised their prices this generation, which kind of screwed up the comparisons that we'd all gotten comfortable making.

Strictly performance wise yes, but it's in the range of 5-10% better. Value wise, a 1080 Ti is a much stronger proposition and I would recommend 9/10 times over a 2080S

yes but in the realm of 10%, that's why 1080ti are still so sought-after and used price dont drop nearly as much as the lower down Pascal cards.

Yes, generally the new *80 will be similar or better than the previous gen *80 ti. In this case the 2080 super is even better than the 2080, which I believe was slightly better than the 1080 ti.
