If a reoccurring event's probability is impacted by the event occurring, then yes the probability could increase (or decrease). It depends on the event itself and cannot be said about every event, it's something you'd need to identify.

Localhost is just another name for the loopback address, 127.0.0.1, which every single computer uses to address itself. Using localhost on a second computer means that the second computer is trying to connect to itself.

Click on the shield/info thing before the site URL, click turn off blocking. You'll have to do this on a newly loaded session of the site.

You could have infinite bandwidth, and there could still be load times due to the software. Probably just the way the game is coded.

Connect router to modem. Connect like an 8 port switch to the router. If for some reason you need better wireless coverage, get a wireless access point and connect it to the router.
Also your Internet speed is of course going to fluctuate with multiple people using it, it's not like every person gets max on each device. The bandwidth gets shared, and will decrease accordingly.

I used a program that changed active hours like once per hour or something like that which prevented Windows from restarting by itself. I don't remember what it's called though. Was pretty neat.

That's Windows Remote Desktop stuff for Pro, which you don't use with Linux. Use either SSH or RealVNC to remotely configure the Pi.

Here's the thing with the RPi 3, the USB ports and Ethernet share the same USB 2.0 bandwidth. A regular HDD can easily do 100MB/s (800Mbps) of read/write, the Ethernet of the RPi 3 is going to cap around 37.5MB/s (300Mbps) by itself excluding USB port usage, include the actual reading and writing to the disk(s) and that speed goes down even lower due to USB 2.0 capping at 300Mbps and each having to share the bandwidth. Using Wi-Fi on the Pi would actually result in better transfer speeds ironically enough.
