If all you did was physically clean the pc, then there might be a chance you broke a contact or shorted something out.
In that case, that's just unfortunate

Try buying a cheap usb 3.0 expansion card or 5.25" drive bays with usb 3.0 so you dont have to replace anything

I don't think a 3570k will bottleneck your system, it is good enough

Just install windows on ur ssd, boot using it, move ur data from the hard drive over to the ssd then wipe it

I REMEMBERED I STARTED HAVING THIS PROBLEM WHEN I BOUGHT THE ASUS MG279Q MONITOR, AND IT HAS THAT USB 3.0 HUB.
I JUST REMEMBERED NOW BECAUSE OF YOUR SUGGESTION ABOUT THE PCI-E TO USB 3.

I think the H60 is a great choice, water cooling is a huge step up from air cooling and You'll get more overclocking headroom this way

Sure. I dont know if you over clocked any part of this system. Over clocking can help you get more performance but it can also kill the system quicker if not done properly. I also do not know what you were using this machine for. If this machine was every used for bit coin mining then the performance will be greatly reduced.

Thats how life is. People love what they create but others wont appreciate it the same way you do. Think of it like this for computer programers they never get appreciated for what they create. If they work for microsoft then they never are recognized for creating the OS, which in the case of vista is a good thing
