no all seems correct..but I would remove gpu and just test the board with cpu and 1 stick of ram..you are shorting/connecting to the right front panel header power sw pins yes? the coloured pins section..usually 3rd n 4th pins top row from the left
if that does not work, remove the cpu power cable 4/8 pin and see if board powers up if it does you know its either the psu or the motherboard/cpu area issue
if its modular psu? you have all the cables correctly plugged in psu end?

OP... Is this buyer's remorse and you're on a copium bend trying to justify the money you spent?
It's classed as a XX80. There's a huge performance gap between it and the current 4090.
That more than likely means a 4080 Ti is going to be slated right there, at an even higher MSRP than the previous 3080 Ti.

Better than a previous card that was priced the same but classed higher? Great... Newer cards SHOULD be better than their predecessors. But it's still about price/performance and the 4080 is simply not a good value. CUDA cores are not a good metric. You're paper-racing things that are built on different architectures built on different processes. The numbers you should be paying attention to are 5 nm (TSMC 4N process) for the Ada Lovelace and 8 nm 10 nm (Samsung 8N process) for the Ampere. Great... the VRAM number is bigger for the 30 series... have you reached anywhere near that 4080's 16 GB VRAM amount yet? "allowing NVIDIA to basically do whatever they want" ... Dude... So because "market bad", it's acceptable for NVIDIA to do whatever they want???
You've effectively answered your own question.
It's bad practice by NVIDIA. The people, their potential customers, are not here to take it. They are proclaiming their distaste, as is their right.
How is that confusing?

PNY is one of the largest GPU manufacturers in the world, they go under the name Palit and Gainward as well depending on the Eurpean or Asian market! PNY is for the American market. PNY is the only company Nvidia trusts to make their Quadro high end GPU's for workstation and animation work. PNY is totally legit and make high quality GPU's, nothing to worry about here 🙂

As in you may not be as lucky and you may get one drive with 10-20% wear, not just 4% like shown in the picture. It would still be plenty of life left ... these drives are almost 14 petabytes of endurance ... a 870 QVO is rated for almost 3 petabytes.
If you send seller a message asking them nicely to send you one with least wear as possible, they'd probably do it. Though it's a seller with tons of selled items so maybe they won't have time to cherry pick one for you.
It's also worth pointing the matter of warranty and how much you care about warranty - usually eBay items come with 30 days to 90 days of warranty offered by the seller... not years.

I checked the motherboard bios versions and it says that the 5600 is supported on bios version F62 or newer. That means only bios versions F62, F63a, and F63c are compatible. Just to confirm, you installed one of these versions, correct?

Unfortunately AMD laptop GPU won. 6500 XT is widely available in large quantities for $260-$300 and 280-300 eur in largest markets, and 3050 is looking like a paper launch. It'll be more obvious in a few days.

From what I can gather, you told your GPU to run at 65% power target, and it's now running much slower? Power target governs how much wattage it can pull, and higher clocks need more watts. If it's only allowed 65% of the standard power target, it cannot boost anywhere near as high under intensive load (like gaming). I usually set my cards to the highest power target possible (usually 120%) if temps aren't an issue, purely so they can boost higher.
I'd go back to MSI Afterburner, are you familiar with setting up the RivaTuner OSD utility it includes? If not, I can make a quick guide for that once I get home. I usually set it up to show almost all the stats for my GPU, so I can see what all is going on before I start tweaking.

Looking at the reviews and specs, the 6500 XT is mid range for a card that's ~4 years old. Yes it's cheap, but the 3050 or 3060 would get you way more performance for the dollar. Your GPU is not the part you want to cheap out on, just don't get scammed.
