    Well the best way to test would be to game and stream at the same time and see how much lower your fps is.
    If you're going to be building the second pc it's probably good enough (you can test this by seeing how much cpu the streaming program takes up on your 4790k and if it's not more than 50% it's going to be easy for that second computer)

    I will use the OBS NDI plugin, don't worry, I got the technical part, I am just wondering about CPU choice

    Well, first you need to figure out how you're getting the information from Computer #1 to Computer #2. Capture Card? Network Capture?
     
    For encoding for a 60fps stream, any 4 core from Haswell on should be able to handle it. Streams aren't actually that intensive to encode, it's doing that, which clogs up I/O, while trying to play a game at a good frame rate that's the issue.

    Yes i think any haswell i5 would do just fine.

    If you adjust the graphical in-game settings and is pairing this 1070 Ti with a decent CPU it should do very fine for 1080p144hz, PUBG is the only exception but that's because the game engine is extremely rough and unoptimized yet so even with an i7 8700k and 1080 Ti it still runs relatively poorly.

    Turns out it's the M6000 and P5000 so we are both wrong actually
    P5000's were used in 16K gaming (4 of them)
    M6000 got its own review
    So i wouldn't be surprised if he got the new one eventually as well.

    I'm interested to see the 3DMark results if Linus ever gets one. Someone tested the P6000 Time Spy and Hitman and it is already noticeably faster than a Titan XP:

    There is a lack of reviews on YouTube or anywhere regarding workstation grade stuff. But reality is that the stuff is pointless for gaming enthusiasts. The majority of responses you get from the gaming community about this stuff is "what's the point and who buys this stuff?" Or the classic "why is it so expensive when my geforce performs better?" 
     
    I just brought a quadro p4000 that cost more then a 1080ti with less performance. But my use case justified it.

    I personally would love it if there was more love for workstation grade stuff within the online tech community. The issue I see is they probably feel it is not very marketable to their viewers.

    If you can get your hands on a used Ti for about the price of a new 970, perhaps. Never used a Fury, but I can say with 100% certainty that it's better than 780 Ti's in SLI. In fact, since you're only looking at nine months or so, you might be able to get an ex-miner AMD card on the cheap. Like, really cheap. Those cards typically are drained of most of their lives by the time they're swapped out, so grabbing, say, an R9 390X or R9 Fury for the price of a 480 might not be a bad deal.

    If you want the performance with the lowest amount of cost as your said an AIO loop per GPU and adapter bracket is your next best option, not to mention no extra loop maintenance.

    Will it suffice YES but at a cost, noise from running fans (possibly push/pull config) at speeds much higher to maintain decent temps after all like you said a single 120mm is used on a 295x2. Bear in mind though that is factory liquid cooled and may have certain optimisations to achieve it's purpose.
     
    Get at least a 240 and the thickest you can afford. The Mayhem Havoc 240 63mm thick radiator is a bargain here in the UK don't know if it's available in Switzerland.

    I see what you mean, I was playing a game (set the capability to 130%) and the GPU failed, meaning it just stopped working, so I will set it back to 110 or even 100%

    nope, but your RAM and PCIe won't be able to stand the overspeed of the
    bus. only thing will happen is the machine will not boot or POST. stability of
    the PCIe bus (GPU is usually part of this) will extremely overclock the GPU
    (although you weren't trying to) to unachievable extremes. same for the
    RAM, as you change the BLCK, the RAM speed also changes (not noted
    now as it prolly is set on AUTO).

    I know on a z77 motherboard and an i5 2500, I can get 3.8ghz by setting the all core multiplier limit to 38. Runs fine with everything else left alone.

    It`s about power derlivery, it shouldn`t make a difference at low clocks. 

    CPU cabaility is specifically for CPU, RAM and BLCK have other settings.

    It'll change a number of things on the CPU because you're raising the base clock. It's also called FSB overclocking. It affects RAM speed as well, if memory serves.
    Someone correct me if I've screwed something up.

    remember, raising the BLCK speed also influences your PCIe bus speeds and
    RAM speeds. only until the Z170 chipset, they allow independent strap tuning.
     
    5-8% speed increase with BLCK tuning is not out of the norm.
