I never suggest upgrading to Windows 10 from an old OS. Always do a fresh install especially with OLD hardware. If you have a spare HDD lying around; try installing a fresh copy of Windows 10 on it, and playing a few games. Drivers are one of those really unstable things when messed with - Windows 10 does the best job it can with drivers when upgrading.

Would replace Corsair with Kingston. Even though the SV300 had a bad reputation I believe it has been fixed, and is now a very solid drive.

You're not going to get over 60fps with this budget, let alone 120. Plus the cost of the monitor is like half your budget.
 
Build a PC that's a good platform to upgrade (unlocked processor, OC motherboard) and spend the remainder of your budget on GPU.

I ended up purchasing 9 Intel E8000s (775 socket), 9 40GB HDDs, 3 17" 4:3 monitors, 1 ATI RADEON HD 3450, 1 USB 2.0 controller, and an Acer Aspire 2010 laptop. I asked them for a wireless USB network card with a BIG antenna to go along with my collection - haha...

Optimization issues. The GTX 970 kills at 1080p gaming. GTX 980ti at 1080p is flat out stupid.

They only drop in prices used. New ones in store just slowly sell. The 780 is still like $450-$500.

I have tested this before, and the idle temps were around 50 degress, load was over 90 degrees. Do NOT do it, you need the compound.
