eBay- strange thing from buyer?

So I recently bought a OnePlus One screen. It was for a phone I bought for 25 bucks. Everything worked fine except for the screen, and so I bought the screen off of eBay. When I installed it, I noticed two problems; the LCD worked fine, but a small part of the touch screen might be dead. It rendered the 'q' key on the screen useless and also I have a fear of it spreading to other parts of the screen. I want to return it now, but the sellers kind of seem reluctant. They offered me instructions on how to replace the screen and whatnot, none of it has worked. So here is what they sent me today, along with previous messages below.

There's nothing sketchy about it.  You can either take a partial refund and keep the screen that's partially working, or you can spend $30 to send it back to china and get a full refund.

Insist on a return, if the seller refuses you should be able to get your money back through paypal.

Neither ebay nor amazon have a policy of requiring a seller to pay return shipping.  Sellers only do it optionally to save themselves from negative rep.  But this seller has so much feedback they don't care.

The screen was 26 dollars. It was 36 originally but I got a discount ($10 off). They shipped from what I assume was a warehouse in California. I don't think it would cost that much to ship back, and also I don't have to pay anything really if the item is defective. I print a shipping label that they paid for and stick it on my box. Simple as that.

Conclusion: don't buy anything from China.

This is by far the cheapest replacement I've ever bought. I thought because their warehouse was in the US, they would be based in the US but that turned out not to be true. Nothing against Chinese people on eBay but a lot of them just do it for a quick buck selling shit quality components that usually go bad a bit after the return period is over.
