ELI5: Why can't monitors change their brightness?

Can anyone explain to me why desktop monitors can't change their brightness level like how a laptop's can? If it isn't "built-in" to the desktop monitors, then why don't they put it in? It would be such a useful feature... For example, when using the computer late at night and it's dark, then suddenly opening up a bright webpage such as linustechtips will proceed to kill my eyes for the next few seconds... just why?

But you can also go to Power Setting in Windows, but the button on the monitor is easier.

Flux has saved my eyes... No longer do I realize it's 5 in the morning, and turn to the window only to realize my eyes feel like actual sand paper lol.

you HAVE to customize it though, the default tint is a bit, uh, too extreme xD

Mine actually does not change brightness. This is because I found it in a trashbin, and the backlighting tubes were EOL'ed

So I put some thin LED strips where the backlighting tubes were, and I was too lazy to find the backlighting control pin. so I just made it so it turns off if the monitor is completely off.

Pretty good panel, 24in and it handles 75hz.

Yeah, there's the brightness adjustments using the physical buttons and they range from 100% to 0%, but the actual difference in brightness is actually very limited, compared to a laptop, a laptop can get REALLY dim if you set it to 0% brightness, so...

Uhh, if i turn by brightness all the way down i legitimately can't see anything in an even moderately lit room, so I'm not really sure what you're talking about.
