Only 3 fps?

You seem to have something with the number three. Since it's also the third time you open the same topic.

i never mentioned 3 fps and this is my first post about the game

Try this: disable Vsync ingame, go to the nvidia control panel and on the 3D application configuration, go to application configuration. There, choose Witcher 3 on the drop down menu, go to vertical sync, and choose "Adaptive".

Should never really even use vsync on a static refresh rate monitor anyway.

But to the matter at hand, is there any chance your refresh rate might be set to 40hz when playing the game?

Maybe go into the nvidia control panel, and tell it to use highest refresh rate available, under 3d settings tab, I think.

I haven't had this problem myself, but are you running the game fullscreen, windowed, or borderless windowed? Try switching those around and see if that changes the behavior.

I had a similar issue with vsync in Shadow of Mordor, where if my framerate ever dropped below 60, it would round it down to 30. Switching to borderless windowed mode fixed it.

As far as I know, forcing vsync options from the Nvidia control panel only affects OpenGL games.

Why should I not use vsync?

Sorry for the late reply, it's because vsync causes stuttering whenever you aren't at your maximum frame rate (ie 60fps on a 60hz monitor), it addition, when you are at your maximum frame rate, because of frame queuing and other wierd stuff going on behind the scenes, you'll get some pretty bad input latency (like a few frames (30ms or so)).

You might learn a thing or two here: http://www.displaylag.com/reduce-input-lag-in-pc-games-the-definitive-guide/
