Depending on the game title them extra threads help but only ever so slightly. Nothing worth paying +$100 extra for the i7 unless he does CPU heavy tasks other than gaming.

Oblivion, Far Cry 2, it's not entirely based around thread utilization but having enough to offload the OS and all of its services. Like said it's nothing drastic, we're talking 1-5 FPS variance in games so as stated it's nothing I would pay the extra $100 for but it does help varying from title to title (some games actually run worse with HT).

If you already are paying so much for the GPU, then you don't want to cheap out on the CPU. DON'T GO FOR AN i3 IMO. As others stated an i5 4690k or even an i7 4790k would do the job. If you're only focusing on gaming, then go for the i5, however if you plan on doing some content creation, (e.g. video/photo editing) then the i7 will be better as the hyper threading will help you a lot.

I would go for the i7 4790k to future proof a bit, extra threads could come in handy, don't wanna be stuck with something if you need more later.

I'd say if you plan on doing a lot of multi-tasking (gaming + various other things) to go for an i7 -- the HT will mean that whatever you're running isn't having to compete nearly as much for the CPU. The i3 is hyper-threaded, though, so it'll give 4 threads, the same as an i5. The i5 can just do things better as it has 4 physical cores instead of 2 physical and 2 logical. So the i5 is best if you don't anticipate a lot of multi-tasking, but spring for an i7 if you can afford it.

Some games I am looking to play on higher settings with 60 frames are GTA V,  Arma 3,  and Day Z.  

 

And yes,  I do some photo editing and video editing.
