So, I am in need of a PC that is about at equally powerful a my GPUs, I currently have a 980 and 1080ti.  The 980 will be dedicated to encoding for those of you wondering.  I have 2 sticks of 8GB DDR3 RAM (so 16GB total) if the build uses DDR3, you can remove that from the price.  The Build is as follows, and yes, a prebuilt works aswell, as long as it fits in the budget.  The sought build has:  2 PCI-E x8 slots or more because it is required due to the cards, optimally a 4 or more core processor above or equal to 3GHz (not required).  I have no preference between SSD or HDD, as long as it has 500 GB or more (give or take some) for HDD or 256 or more for SSD (once again, only my opinions, not required specifications).  GPU is NOT required, I will have not use for a third GPU, but if it is prebuilt, and it includes a GPU, so be it.  Noise and heat are not really a concern because the room I use is very cold and I always wear over-ear headphones.  Once again I have a $700 budget, or less (preferably less, but I care about the PC more).  I wish you the best of luck, and I may update in the future to give the best respondent a little gift from my CSGO inventory: https://steamcommunity.com/id/iprefermilk/inventory/  You can also reach me on my discord: https://discord.gg/VNFsjBD  This is not super urgent, but I plan to have my purchase mapped out before December.  Best of luck!

I'd go for a Ryzen 1700x they can be bought for really cheap. Also with 2 GPU's a good PSU is recommended I added a 750W EVGA G2, with a 1080 Ti and 980 I would not go lower than 750W.

750W is overkill for a 1700X + 1080 Ti. Even 550W is enough.
