Possible bottleneck?

A friend of mine wants to upgrade his gpu. He actually has an I7 4970S and 12gb of ram ddr3, would the cpu cause a bottleneck? And if it does, would a 1060 cause bottleneck too?

He'll be fine, the i7 4790S might have a lower clock but it's still a 4c/8t processor and a very good one at that, the GTX 1060 sounds like the ideal (as high as it goes) pair with it.

RX 580 and 1060 6gb shouldn't see much bottleneck, unless it's a heavily single threaded game like csgo (but in csgo case it will be 150fps+ already)

27th May 2016 NVidia releases GeForce 1080.
In 2017 Intel released 7th gen 4c/8t processor i7-7700k.
So 4 cores and 8 threads was not a problem then. But now - no, you must buy 6 cores / 12 threads processor, because you may notice bottleneck with 1060? Come on!

 

Take any GPU you want. It will be fine with your i7 processor.

I keep seeing more and more topics about bottlenecks but is there really bottleneck or just being afraid?

I do understand you are concerned about bottlenecks but the 4790S will do just fine, only not sure about the lower clocks but my 4770 is paired with a 1080Ti.
