It's not free. You can get a trial from the Microsoft Store, just search it.

Though as others have said, it either does nothing, or ends up being worse.

Don’t use Razer surround, don’t use Dolby Atmos. It’s that simple. Stereo is superior in every way.

It's hard to succinctly describe why virtual surround sound is good, but I'll give it a shot.

 

If you record some in game footage with some stuff happening in front of you, and some stuff happening behind you, then strip out the video (leaving just the audio), and hand that to someone who has no knowledge of how the recording was made, he won't be able to accurately tell what stuff is in front and what is behind. This is because stereo is left and right, and there isn't a mechanism for other directions.

 

When you use virtual surround sound on headphones, you are able to surpass the limitations of stereo, and a trained listener can actually tell front and back just from the audio alone.
