I'm going to buy some parts to upgrade my gaming pc, but I don't know if the motherboard or my psu is suitable to overclock the CPU. And another question is if it is recommended buying a CPU cooler. Specs:

Everything looks okay with one addition.  Get a SSD to put your OS on, it will work wonders for you.

Any X470 will be fine to overclock R5s, you could probably save money going with a good B450 tbh, like the Tomahawk, Carbon Pro Gaming or something else with good VRM. The PSU looks a bit sketchy, so I would recommend you to look for in-depth reviews of it first, but on paper it looks okay. Check mainly for voltage ripple, if it's 60mV+, I wouldn't recommend. 60mV is about the ripple of a CX450, my TX550M has about 22mV for comparison. This is probably what matters the most for your MOBO's VRM.

1. 2600 instead of the 2600x, you don't need the X to overclock the CPU.

 

2. X470 Ultra Gaming is a cheap way to get features only expensive boards can offer like a clock gen, but otherwise it's not that good of an overclocking board (nor for the price). MSI's B450 boards with VRM heatsinks like the Tomahawk is better in that regard.

 

3. also check whether RX 580s are cheaper. Equal to 1060 6gb in performance

 

4. Add SATA SSD, look for 250gb if you can. It's not about giving you more space, but the fact that SATA SSDs are lightning fast compared to HDDs.

 

5. CPU cooler can be saved for last. Depends on what you have left, Deepcool Gammaxx 400 to Scythe Mugen 5 Rev.B or Thermalright Macho are good coolers to buy.

If you plan on pushing your CPU, you definitely need, because Ryzen has an exponential power consumption increase in the last 200MHz. You can probably get away with 4GHz with the stock one, but nothing more.

Where tf did you get those numbers? That's wrong for both versions of the CX450 and the TXM.

Well, my memory is shit, my bad, the TX650M had about 32mV and the CX600 had about 50mV, but seems like they got better seeing this link. I remembered wrong from a video from a brazilian hardcore overclocker:

 

The results from the RM550x can't be right, just 11mV, wtf? It's the lowest from Corsair, even lower than higher classes. Either way, I feel bad for not getting it instead :(

The CX600 is completely different from the CX450. They have similar names, but that's where the similarities end. 

The exact results for ripple vary with the different wattage versions of even the same PSU. 

11mV is very realistic. The 2018 version scored 9mV here.

Yeah, was searching about that, the TX650M does much better than the other TXMs. Well, I'm sad about my choice now, but it's working and I won't change, so yeah... We always learn more, if I knew what I know now, would've spent R$200 less on my SSD and R$80 more on the PSU. The price of not knowing.
