550 Watts should be enough, but you are using a cheap power supply; meaning it isn't exactly capable of it's rated wattage.

I'd get a half-decent Corsair/CoolerMaster unit; I'd try to avoid the Corsair VS series like the plague with your components.

 

Personally the Corsair CX550 seems pretty good, but doesn't have modular cables with an 80PLUS Bronze rating.

Corsair's RM550x is more expensive but has nicer cables 80PLUS Gold rating so that'd would be my pick; especially since the RMXXXx/i series already treated me really well in the past.

I'm running an overclocked 4790k + GTX1080 without a problem.

This is with a Corsair RM550x, which is a high quality PSU.

Previous kill-a-watt measurements pointed to < 300W under gaming load (with a RX480 IIRC).

 

If I can find the kill-a-watt I will try to do some new measurements but a quality 550W PSU can handle a R5 1600 + GTX1070 just fine (but if you're buying a new PSU I would recommend a 650W so you have some margin when you upgrade your CPU/GPU in the future).

Not everyone says 550W is fine; ChiefTec is not a reliable or quality power supply manufacturer. Meaning it might not even be 550Watts as I've seen units rated at 550W peak; but 300W continues.

Besides even if they claim it can hold up 400W of continues; capacitors used are cheap and if they fail your entire system could be fried if you are lucky only the a few parts short out, like the Graphics Card/Motherboard. However it wouldn't be the first system to completely kill itself thanks to a cheap power supply.

 

What I think when I read this :

I get a GTX1070, that is a pretty high-end card; either I should've gotten a GTX1060 6GB and a better power supply or now get one that is adequate  for my system.

In short : save up some more for a more suitable power supply and GTX1070.

^Take that as advice and what I would do not as what you should do!^

Your PSU is a low end model. It appears to be pretty similar to the not very good (old version) Corsair VS. It's group regulated (I would just avoid group regulated PSUs with all modern computers. Cheaper DC to DC cost not much more than okay-ish group regulated PSUs) and is a low end platform - it's just not good.

 

If this is your PSU, and you want a GTX 1070, there is clearly something flawed with your budgeting.
