Your cat is just a bit defensive. Expose her to people a little more often. Have the strangers engage in play so that she sees them as a positive influence for her. If she still doesn’t want to stop growling, just let her be. Animals are just like humans and this one turned out to be the old grump on the porch.

Well our dog makes noises that resemble a piglet more then anything else when she's happy; so unless it sounds like they are chocking or cannot breathe I think it'd be fine.

To answer the basic question presented in the title:

 

"Should cats growl?"
 

Yes. Not every cat will growl. Others will growl sometimes, but only under specific stressors (strangers, perceived danger, etc). And still other cats will growl all the time because they're grumpy fucks.

 

Cats, like any other animal, have personalities. Every cat is different.

 

My oldest cat, Kerrigan (~5) is a grumpy asshole and she growls at strangers all the time, and she also growls basically every time she sees or walks near my other cat (who never growls).

and meows to other cats and the other cats meow back but all of the meows are in a different tone and lenght so they must be talking about stuff

put a sweater over the top of my case because it's her favourite place because it's warm and falls asleep easily there

It's fine... Some cats don't like strangers/things out of the usual from their every day life. Then you have others that will roll over for anyone willing to pay attention to them. I've had some of each type. My childhood cat would walk up to workers with their loud equipment and get some pets. One of my current cats darts and hides at the sound/sight of anyone she doesn't know, even though she's super in your face and hungry for attention around people she knows.
