High spec rig struggling when it shouldn't

Tried benchmarking in Deus EX Mankind Divided and was sub 60 for max fps. Just reinstalled windows and updated drivers since I had tried everything else and no luck. Any ideas on what to try next or what could be causing this?

Gonna need more than that I'm afraid.

 

Screenshots of device manager, benchmark results, temperature monitors, basically anything you can post with info grab a screenshot and post it.

 

It's possible theres nothing wrong, have you tried 3D Mark or Superposition?

You didn't mention your resolution, settings, etc etc. However, I'll assume you're playing at 4k.

 

I'm pretty sure Deus EX is one of the few games tested in Linus' NVlink video that got worse framerates with SLI. So... yeah

Sub 60 you say, turned off Vsync?

Is the monitor running at 60hz or above?

G Sync will lock your FPS to your monitors max refresh rate, always disable G Sync, Free Sync and/or V Sync when benchmarking.

 

With that said 2x1080tis should get more than 25fps in Superposition.

 

Could you please download GPU Z, run it and post a screenshot.

Oops, nevermind apparently is was disabled after the reinstall so I guess I never re-enabled it.

So you forgot to enable the 120hz overclock?

No sorry, I meant G-Sync was disabled the overclock is done on the monitor itself and was unaffected by the reinstall. I just doubled checked to be safe.

Update changed graphics card to 2080TI and got almost the exact same benchmarks. Change power supply to Corsair AX1200i. Tested with 2080TI and single 1080Ti and both 1080TIs in SLI still no difference. Turned it off gave up for the day. Next day it got past bios and then shut down tried again same result. So I swapped the motherboard for a EVGA X299 Dark and it is doing the same thing gets to bios and reboots. I am completely dumbfounded and have no idea what else to do. Please if anyone has any idea's let me know. Thank you
