How could I make an server that would be 24/7 active. I could use my android tablet (rooted)

Or dual boot laptop with windows 10 and Ubuntu gamepack on it

The best option for having servers that is online 24/7 is a system that is ment for 24/7 operation. A tablet seems to be a bad option as it'll be online all the time and evenetually the battery will fail, only question is how long time will it take?

 

As a laptop you could dual boot a server system to achive this, however i would remove the battery and run it completely from cable only. Also you'll want a cable for the internet as WiFi is very dodgy here.

 

Then you need the requirements to actually run the server 24/7.

If you are gona access this server outside of your own network you'll need a static external IP, or pay for a dynamic DNS host.

You'll also have to port forward your router so you can actually access the server. 

Lastely you'll also want to make sure you want to pay the power bil for this reason, and that your laptop will be completely useless for everything else as long as the server is running.

Actually.. I kind of like the idea of the android server! If you have an old phone or tablet just lying around, why not repurpose it this way? (who hasn't got a phone with a broken screen :-) )

Keep in mind that latency can be bad on a wifi connection, so a solution could be to use:

USB OTG cable -> POWERED usb hub -> usb to ethernet

 

An old laptop is doable as well, just don't expect a 99% up time (same goes for the android solution off course).

A laptop can get 100% up time if you run a server system on it. 100% up time is quite dynamic thinking about desktops and laptops. With a teblet he will kill it in no time, so he'll be back to setting up the server again in a few days.

100% up time on a laptop without any sort of redundancy is not realistic. I never even saw a specialised hosting company offering more than 99% up time?

 

An android tablet running 24/7 is not really a problem is it? Depending on the workload.. if the server utilises the cpu full tilt all the time it will probably die eventually, but normally (like my own tablet) 24/7 operation (read: 90% standby) is not a problem, at least not with mine.

OK. I installed Kali linux and pocketmine. It's working BUT I think noone thought about this. I NEED A STATIC IP.

Option is a VPN that offers it. But it costs, just like static IP from your ISP

You need a static LAN IP especially, yes. A static WAN IP is not offered to consumers, so you can forget about that. It's not a massive deal, though. They don't change very often (my WAN IP has been the same for nearly 5 years now). Ideally you should use a domain to connect to the "server" so you only need to adjust the A record in the DNS settings for the domain when your IP changes at some point in the future.
