Steam install on different partition

Yes you can. You can add a steam library on any other drive in your system. No, there's no performance impact unless you're running the library on a floppy disk RAID :P 

Is it possible to install a game through Steam onto a partition like D: ?

And does it impact performence if yes?

Drive, yes. Partition on main drive, no.

You can have one Steam Folder per Partition on every Partition.

 

And you can even copy games between those though its a bit of a hassle (you need to copy the Steam Info File in the Steam App Folder with the App to the new Partition/Drive)...

If Steam is also on D:\ then it's a Yes. I've done that on occasion.

 

But if Steam is on a different partition like C:\ and you want the game on another partition like D:\ I'm not sure if that's possible.
