Is it possible to livestream battlefield 4 at 720p without a secondary streaming pc?

Really? Wow. I always used 3500 as a base for streaming. 

 

I stream 1080p 30fps with fast cpu preset with 3000 bitrate, it looks great but all my friends have crap net and cant watch it LOL

 

I used to do 3500 birate 1080p 60fps with medium preset for cod bo2, it looked amazing but it lagged a bit so I changed it :3

Okay, so somehow, I turned off the thing that makes my desktop aero, so it makes it aero while I stream. And i can stream smooth with no frames dropped. But now I'm getting like 35-65 fps in game and its not very smooth >.<

Yeah, but it makes streaming hell of a lot easier

You said in the OP that you has a 780Ti, but in the screenshots the video adaptor is set to Radeon HD7900 series. Don't know if that can cause the issue, but you should probably change that.A

Also, if you do have a 780Ti, could you use the twitch streaming built into shadow play/geforce experience? You can't alt+tab at the moment, but they are fixing issues like that fairly soon I expect.

That was somebody else's settings in OBS not mine. From what I've heard shadow play isn't very good at all right now.

3500 bitrate and 1080p is bit overkill. Remember that if you use twitch, your viewers won't be able to downscale quality. Unless you are partner. So better for them would be having it at 720p and bitrate around 2500. You can always set Twitch to save broadcasts and watch them later to see if you need to up bitrate to make quality better. Oh, and download this http://www.teamliquid.net/forum/viewmessage.php?topic_id=326034 Twitch has sometimes traffic jams on its servers so changing location solves it. Sometimes, other times its just jammed full time.
