The stock cooler is fine for general use on the 1600. The D15 is overkill, unless you're aiming for an on the limit OC. Even then, I doubt it'll buy you more than the smaller Noctua coolers.

Another great option is the Cryorig H5 Ultimate have been using it on my Ryzen 1600 for about a year now and its been excellent and has allowed me easily to overclock to 3.9ghz while temps staying well below 70-75c under a full synthetic load.  I found the cryorig coolers to have a much nicer look to them as well before noctua came out with the black fans haha.

Look at it this way

 

Ryzen 5 1600 Thermal Design Power 65 watts.

Ryzen chips are soldered. 

 

The NH-D15 would be overkill, if you still want something from Noctua then get the NH-U12S-SE AM4.

Sennheiser HD600 Logitech G304 White Anne Pro 2 LG27UL500

Ryzen 5 3600 + MSI B450i Gaming Plus AC in Fractal Design Nano S

if you're on a tight budget, you can get away with something cheaper... if this price is acceptable for you, go for it.  whats gonna happen? your cpu will be too cold?
