Well seeing as most games do not use SLI / Crossfire I would sell one of your GTX 1070's or both and purchase a 1080/1080ti.

 

Or sell one 1070 and use the money for a new cpu + mobo that uses ddr3. 

 

Also if you dont have an SSD get one and re install windows on it.

get a new CPU+mobo and by extension likely ram.

Do get a board that supports SLI so for AM4 that would be x370/x470 For LGA its on a board by board bases.

I wouldn't bother with any DDR3 platform at this point. Anything platform that runs on it is really end of life era stuff and not worth investing in now. OP would be looking at a motherboard upgrade anyway so not much point spending money on anything old enough to be running DDR3. Even though OP already has DDR3 memory and with the high price of memory at the moment it just isn't worth it in 2018 to be buying in to a DDR3 platform. Something like an 8th gen i5 would probably beat a 4790k.

But yeah, sell one of the 1070s and use it to go to a new CPU on a AM4 or Z370 platform with DDR4 memory.
New GTX 1070s retail for what, $420-$450? Should be able to sell it used for $350 pretty easily. $350 would get most of the way to a Ryzen 2600 + AM4 board + 2x8GB DDR4 RAM. If you want, sell the 12GB DDR3 from the old system as well and that should cover the lot.
