First Time Building A Computer, I Need Help!

I'm considering building a PC that I will use for gaming, as well as programming/game develpment. I would want to dual boot Linux and Windows. I want to spend as little money as possible, should I get an HDD, SSD, or is it worth it to get both?

yes, absolutely, having a new system without an ssd for atleast your OS is criminal in this day and age.

If you want to save money you can get a smaller ssd and a mechanical drive for mass storage,

as above is a good choice as a baseline if you are on a limited budget, you can add more storage down the line if you run into space issues.
